TelForce Group is looking for a Director, Telecom & Data Networks in Richmond, VA.

Position Summary

The Director, Telecom & Data Networks will be responsible for the evaluation, design, installation, maintenance, operation support and administration of APB’s internet service provider platform.  APB’s fiber-based network is grounded on passive optical network (PON) access technology.  Supported by a broad, resilient middle mile and long-haul fiber network.  Working closely with the OSP engineering team to design and implement transport solutions, while working with 3rd party carriers to get our network back to our core peering/routing locations.  The role also includes responsibility of our core routing platform and support elements (caching, security, redundancy and fail over).  In addition to residential and commercial GPON internet service, the company will support VOIP enabled telephone service.

Network engineering works very closely with the Network Operations Center (NOC) to provide higher levels of support on an escalated basis.  As well as training and support on higher tier trouble shooting.  Network Engineering also supports disaster recovery preparation and operations during network impacting events (storms, failure due to accidents and construction).

A successful candidate will translate technical leadership strategies into comprehensive technical execution plans to engineer, furnish, and install these core transport and access networks. Critical responsibilities:

  • Oversees the design, engineering, implementation, test and turn up of Fiber to the Home network infrastructure.
  • Oversees management of and ensures development for staff to meet overall objectives in terms of quality, service, and cost effectiveness. Provides timely guidance and feedback to help others strengthen specific knowledge/skill areas needed to accomplish a task or solve a problem.
  • Directs management responsibilities of selection, scheduling, supervision, retention, and evaluation of employees.
  • Provides thoughtful leadership and direct informed communication to maintain a competent and engaged employee group.
  • Identifies opportunities and takes action to build strategic relationships between one's area and other areas, teams, departments, and units to achieve business goals.
  • Oversees department operations, designated projects, schedules, and activities as needed to ensure that goals or objectives are accomplished within the prescribed time frame.
  • Assesses vendor products, quality and service capacity and advises executive leadership regarding technology selection.
  • Ensures a safe and effective working environment; monitors and/or revises the department safety plan and/or any specific accreditation/regulatory required safety guidelines. Responsible for staff maintenance of credentials and competencies, per accrediting/ licensing agency and/or department guidelines as applicable.
  • Evaluates and produces progress reporting across owned functions in collaboration with other operational functions. To ensure all areas of the business are fully informed.
  • Ensure disaster recovery planning and processes are up to date.
  • Develops and manages department operational and capital budgets, approvals, and ongoing financial maintenance of the department.
  • Drives change initiatives, maintaining effectiveness when experiencing major changes in work responsibilities or environment; adjusts effectively to work within new work structures, processes, requirements, or cultures. Partners effectively with stakeholders as appropriate.
  • Ensures own career discussions occur with appropriate management. Completes and updates the individual development plan (IDP) on an on-going basis. Conducts conversations with staff on their development and IDP.

 Qualifications of a strong candidate:

  • Bachelor's degree required in engineering, computer sciences or information technology. Master's degree preferred.
  • 10 years telecommunication engineering experience to include five years management experience.
  • For internal candidates, three years management experience with All Points Broadband and performance that demonstrates leadership responsibility.
  • Demonstrates a desire for continuous improvement in oneself and direct reports.
  • Sufficient proficiency in speaking, reading, and writing the English language necessary to do the essential functions of this job.
  • Demonstrates highly effective communication skills. Competent productivity software and platform presentation abilities.

 Work Requirements

The Director, Telecom & Data Networks will be expected to report to work in the Company’s headquarters in Richmond, Virginia. The headquarters are located in the James Center in the heart of downtown with easy access to I-95 and the Downtown Expressway. Travel to regional office locations and field operations will be at the COO’s discretion.
